Resumo
This work analyze the main obstacles and challenges for the harmonization between urban and budgetary planning, from the analysis of the Municipal Master Plan in the metropolitan regions. The methodology used for deduction, with bibliographic procedure and exploratory research. Initially, urban planning, metropolitan region, Municipal Master Plan, constitutional values and the exposure of the division of urban competences of the Entities within Brazilian federalismo are explain. Following the presentation of the public budget, working with the need to link this if the Master Plan as an objective of integrated urban planning, exposing a lack of harmonization, such as the difficulties faced by the integration of urban planning, using a Region Metropolitan of Belém (RMB) as an example, discussing a diachrony of validity terms of the minimum budget or master plan. Finally, analyzing or impacting the different democratic instruments used for the construction of the Master Plan and Budget, making a counterpoint of representative democracy in the budget face of the deliberative democracy of the Master Plan, showing a crisis of representation of society and possible possibility of legitimacy of public policies in the urban field. Concluding by the identification of variables that come to prevent the harmonization of urban planning.
