Item O cartel de Belo Monte e seus impactos na Amazônia(Centro Universitário do Estado do Pará, 2018-11-01) Kataoka, Karla Eliza Corrêa Barros; Koury, Suzy Elizabeth Cavalcante; http://lattes.cnpq.br/5382551862867769; Dias, Jean Carlos; http://lattes.cnpq.br/3343295176890460; Loureiro, Violeta Refkalefsky; http://lattes.cnpq.br/3092799127943216The purpose of this dissertation is to analyze the practice of anticompetitive conduct by the companies Andrade Gutierrez Engenharia S.A., Construções Camargo Corrêa S.A. and Construtora Norberto Odebrecht S.A. for the construction of Belo Monte, seeking to prove the existence of the cartel and to analyze the consequences thereof. In order to achieve this goal, we will analyze the nuances of the development of the Amazon, in particular the policy of major energy infrastructure works, as well as the Belo Monte Hydroelectric Power Plant Construction Project and some polemics that it provokes. Next, a discussion will be presented on cartelization in public tenders, the competition market, the defense of competition, its relationship with public tenders and the violations it suffers through the practice of antitruste conduct. In order to face the problem and to answer if, in fact, there was a cartel in the Belo Monte Hydroelectric Plant bidding, we use, in addition to the literature, the Leniency Agreement analysis, consisting of research developed in theory and the methodology adopted is the review of literature. The conclusions highlight the harm brought by the cartels' actions, as well as the devastating consequences for the Amazon region and for the Brazilian competition market, seeking to contribute to the improvement of anti-cartel policies in order to guarantee the preservation of the free market. competition and lower costs in public tenders carried out in Brazil.
