It is important to mention the objective of analyzing the understanding of the Inter-American Court of Human Rights on immigration and its impacts in Brazil, in view of the enactment of the MJSP/MRE ordinance Nº 28, that secured the issuing humanist visas to those who were affected by the Russian invasion on Ukrainian territory. Furthermore, it is necessary to comment that the theoretical framework used for the development of research related to this article is given by the Judgment handed down by the Inter-American Court of Human Rights.
